Eligibility Criteria For Learner Licence
To apply for obtaining driving learning license, applicant must fulfill eligibility criteria given below:-
- The applicant must be a India citizen.
- He/she should be above 18 years of age and should be mentally healthy.
- If applicant want to get a license for a vehicle without gear, then he/she must be 16 years of age. And they must have the permission of their parents.
- The applicant must have complete knowledge about the traffic rules.
(Note: No person will be granted a Learner’s license to drive a medium or heavy goods vehicle or passenger vehicle unless he/she has held a driving license valid for a light motor vehicle (LMV) for at least one year.)
Documents Required To Apply For Tamil Nadu Learner Licence
To apply for learners licence in Tamil Nadu state, you have to attach following documents along with Tamilnadu Learner Licence Form:-
- Identity Proof such as Aadhaar card, Passport, Voter ID card, etc.
- Age Proof such as PAN Card, Birth Certificate, 10th Class mark sheet, Passport, etc.
- Proof of Address such as Residence certificate, Aadhaar card, Passport, Ration Card, Recent electricity or telephone bill, etc.
- In case applicant is residing in other city, then he/she have to submit the rental agreement with a copy of a recent utility bill like electricity bill or gas bill as current address proof.
- Declaration of physical health / Medical Certificate – Form 1 A and 1 which is to be signed by a certified govt. doctor (if applicable).

Validity
- Validity of learner’s licence is 6 months (from date of its issuance) and on its expiry, person can also apply for its renewal for another 6 months.

The Motor Vehicle Act of 1988 states that a citizen cannot drive a motor vehicle in a public road without possessing a valid driving licence. Obtaining a valid driving license is mandatory for all drivers. But in case person is just starting to learn the basics of driving a two wheeler. Then he/she must possess a valid Learner’s Licence (LLR) to learn driving motor vehicle on the public road, provided he/she is being supervised by any permanent driving licence holder. Also person must be familiar with traffic rules and regulations.
Learner licence acts as a provisional and restricted licence. Applicant have to undergo a computer-based examination to apply for a learning license. The applicant’s licence examination will be held for 20 marks, and person should get at least 12 marks for passing the test. After passing the driving test, the applicant will be issued a learning licence and he/she will be able to practice driving on public roads.
