Arms Licence is a important document that allows the person to legally acquire the gun/firearms for security purpose. It is issued by government authorities (mainly by the police) to the individual to buy, possess/own or carry weapon for safety measures. Person have to go through some legal process in order to obtain a license and have to give valid reason for owning the weapon. The main reason to legally acquire the weapon is for protection or target shooting. Arms licence is not granted for purpose of animal hunting for food or sports.

Documents Required For Issue of Fresh Arms Licence
Indian resident, with a minimum age 21 years & having no criminal records can apply for licence by submitting the arms licence application form to the concerned dept. along with following documents:
- 4 recent passport size photo (1 attested on the form & 3 duly attested, on the reverse by a Gazetted Officer)
- Attested copy of proof of present residential address or Resident Certificate.
- Ration card
- Aadhaar card / Voter ID card
- Birth Certificate
- Education Certificate
- Character certificate
- Physical fitness certificate / Firearm Training certificate (not required for Arms force personal)
- In case of Armed Force personnel, recommendation letter/ certificate or Service certificate or posting certificate from the Commanding Officer.
- Income tax returns of 3 years
- Pan card
- Applicant also have to tell for what purpose he/she wants the gun and why it is important.
After getting the application , the licencing authority will ask the nearest police station officer in charge for the report on such application, and that officer will send his/her report within the time limit prescribed to the authority. This is mainly done to check whether person has any criminal record or to check legitimacy of the information provided by the applicant. Licencing Authorities, after the necessary inquiry as they required, subject to the provisions of the Act, by order in writing either will grant the license or refuse the same.

At first three guns were allowed to person to keep but now according to the new rule, legally, a person can only own two guns. Individual who have more than two guns will get one year. After one year, there will be a 90-days window period to collect weapons. Additional weapons must be deposited to the nearest police station or to licensed dealer within 90 days, otherwise person will be imprisoned for owning invalid weapon. Before, the punishment for possessing the invalid/illegal weapon was for 5-10 years, but now the government has increased it to 7-14 years.
To apply for arms licence in Haryana, applicant have to submit the duly filled Haryana Fresh Arms Licence Application Form along with required documents to the concerned authority. After thorough verification, authorities will issue the licence within a month to the applicant. Licence will be valid for 3 to 5 years from date of issue unless it is revoked and renewal of license should be done before one month of expiry.
